National Co-operative Exports Limited (NCEL) is a government-owned cooperative export trading company under the National Cooperative Development Corporation (NCDC), Ministry of Cooperation. NCEL provides export infrastructure, trade finance, and market linkage services for cooperative societies and farmer-producer organizations dealing in agricultural and marine commodities. It is impaneled with APEDA, MPEDA, and other export promotion bodies, and acts as an institutional export aggregator for cooperatives lacking independent export capacity.

Role in Indian Shrimp Aquaculture: NCEL offers a potential institutional export pathway for organized shrimp farmer cooperatives and FPOs in Andhra Pradesh seeking international market access without going through private processors. For programs aiming to improve smallholder shrimp farmers' price realization, market access, and traceability under a cooperative model, particularly as PM-MKSSY and NCDC accelerate cooperative formation in the fisheries sector, NCEL can serve as an export aggregator and trade finance provider for coastal producer groups.
