The private sector has implemented market-based, voluntary, governmental tools to improve social conditions for workers at sea. These tools have demonstrated to be insufficient to improve workers’ social conditions by themselves. Therefore, it is necessary to empower and incorporate workers into the governance and implementation of social responsibility initiatives.
