Community-based natural resource management (CBNRM) is an important foundation for moving toward the larger goals of equity, gender equality, and the sustainable governance of resources. This guidance document offers a framework that removes uncertainty around the meaning of inclusion and presents a set of mixed methods and tools to assess inclusion (and exclusion).
